Check, but not install

Is there a way to check for a software package, but not initiate an install if it is not found?  In a particular setup program - an Outlook add-on - we need to make sure that Outlook is installed prior to our installation.  But we don't want to install Outlook.  Right now, I've just got a CMDFILE that points to a nonexistent file.  When the user tries to install Outlook, it flashes a Command Prompt window momentarily, then shows the failed_exec_command_continue message.  This seems to be functional, but is there a better way to do it?

It's not possible today per-se, but I think it's a good feature request. It could probably popup a message and maybe even a configurable web page when you try to install it and its conditions would get re-evaluated at runtime so that it doesn't do anything if you did a manual installation in the background.
