You can also do this directly:
- right-click the .CHM file and select properties
- In the properties, there should be a check-box where you can specify that you "trust" this file. I cannot remember what it says exactly, but it should be easy to figure out

This is a securty feature of IE. Download the CHM first to a local folder, then open it.

The CHM help file doens't load correctly on my x86 XP Pro SP3 machine. I can see the Table of Contents on the left, but none of the content loads on the right, saying "Navigation to webpage was cancelled" and that I can try to "Retype the address."
